Madison, WI – If you take a little trip up north, you might spot the infamous “Thong Cape Scooter Man,” an anonymous menace to public decency who cannot be captured because he’s technically not breaking any real laws.
The “Thong Cape Scooter Man” expresses himself by riding around town on a scooter completely nude save for a thong and a short zebra-print cape.
This unlikely super hero has sparked numerous calls to police, most recently after he was spotted at the John F. Kennedy Elementary School while children walked to the bus after school.
Though he didn’t do anything lewd aside from simply drive by, parents and staff were disturbed by the sight of him.
Police dropped by the 56-year-old man’s house, but admitted that he technically hadn’t broken any laws.
“He said he exercised poor judgment by going by the school at that time of day, it was unintentional and he just happened to be traveling through the area,” police spokesman Joel DeSpain said .
The “Thong Cape Scooter Man” was intentionally not identified by name, and told the sergeant that his trips around town are well-documented on social media. The sergeant familiarized himself with the Madison phenomenon by checking him out on YouTube.
Police did their due diligence, checking with the city attorney’s office to see if he had broken any laws. He hadn’t.
“The sergeant told the school staff Thong Cape Scooter Man was free to ride on,” DeSpain said.
